Rise Gold, a junior mining company with a questionable history, tried to reopen the Idaho-Maryland Mine in Grass Valley, CA and got rejected. But the story isn't over yet. TOGETHER, We'RE STOPPING THE MINE THE COUNTY vOTED Unanimously against the mine THREE TIMES, but it's not over yet. Donate Make a tax-deductible donation to help fund legal fees. ​ May 2023: Nevada County Planning Commissioners unanimously recommended a NO vote on both the use permit for the project and the Environmental Impact Report (EIR). The hearing was earthshaking . December 2023: County Supervisors unanimously rejected a separate petition submitted by Rise Gold claiming a "vested right" to mine the property without the need for a use permit. February 2024: County Supervisors voted unanimously 5-0 to reject the use permit and deny certification of the EIR. This final decision was a tremendous victory for the community . The last chapter hasn't been written yet. Rise Gold is suing the County . Our law firm is preparing an amicus ("friend of the court") brief to assist the the County with lawsuits that will likely get scheduled after January 2025. They know that putting a toxic business in the middle of a residential area is a really bad idea. CEA Foundation leads the MineWatch campaign to stop the mine The MineWatch campaign is a community-wide, volunteer-driven effort led by Community Environmental Advocates Foundation. MineWatch brings together a coalition of residents, businesses, and nonprofit groups to oppose the reopening of the Idaho-Maryland Mine. We contribute to Nevada County's decision with a respectful presence and well-researched analysis of the issues . Together, v olunteers gathered over 5,500 petition signatures , gained support of 250 businesses , and delivered more than 2,500 postcards and emailed letters asking the County to “Just Say No” to the project. Constant truck traffic, vibration, and noise from blasting and heavy equipment operations will become the new normal. ​ Understand the impact Running an industrial mining operation in the middle of a rural neighborhood has its consequences. The people who will be hardest hit are the residents and businesses in the Brunswick area, but Rise Gold's mineral rights extend far beyond that, so the area of impact would be quite large. ​ Rise Gold is fond of talking about all the measures they're taking to contain sound levels inside the plant, but there's a lot more outside that they're not talking ab out. This is still going to be an industrial mining operation. HELP US EDUCATE OTHERS Here are some key concerns. An unsightly processing plant up to 122,000 square feet. New truck traffic - an "average" of 50 round trips, or up to 100 trips per day - 7 days a week, 16 hours a day. Constant construction noise for the first year and half. Grading and rock compacting to create engineered fill - 5 days a week for 11 years. Noise from compacting, excavating, and grading engineered fill piles up to 7 stories tall. Noise and vibration from underground blasting and drilling. Rezoning is required in order to get the mining operation approved, raising the allowable limits on a variety of measures, including noise and traffic.     drains our water GROUNDWATER and wells at risk Water is one of the most precious resources we have, but Rise Gold plans to pump out 1.2 million gallons every day for up to 80 years putting 300+ private wells at risk. IMPACT TO GROUNDWATER AND WELLS Mine "dewatering" risks depletion of our region's groundwater, which could worsen drought-related scarcity . M ore than 300 private wells in the mineral rights area and nearby are at risk of failing or becoming contaminated. And , big questions about the proposed plan for mine waste management raises serious concerns . The Final Environmental Impact Report (EIR) describes a number of "mitigations" to reduce the impact and declares that the impact will be " less than significant", but there are big problems with that. ​ The Water Board made it clear in Draft EIR comments that more rock testing was needed to assess whether the mine waste rock and tailings might leach out toxic ch emicals into our surface and ground waters. But more testing hasn't been done. Serious deficiencies in the groundwater analysis identified by expert reviewers were not addressed in the final report: T he computer model relied on only sparse patches of well monitoring data from over 15 years ago - a choice that does not comply with the CEQA (The California Environmental Quality Act). The EIR's measure for determining "significant impact" was set at a 10% drop - which experts conclude is an invalid choice. Consider that m any wells in the area may be impacted wit h less than a 10% drop. The Fin al EIR adds a completely inadequate supplemental domestic well monitoring plan for 378 newly identified properties. A mong the many deficiencies, the new program only includes about half the wells in the mineral rights vicinity and provides neither additional NID infrastructure to speed water replacement nor a third-party liaison to negotiate issues if problems arise HELP US EDUCATE OTHERS Here are some talking points that can help. The Final EIR did no t adequately address serious deficiencies identified by expert reviewers. Its claim that impacts "won’t be significant" aren’t supported. 3.6 million gallons of treated wastewater will be released every day into South Fork Wolf Creek for 6 months, then 1.2 million gallons a day after that. Mine dewatering risks depletion of our region's groundwater, impacting drought-related scarcity. Many hundreds of private wells are at risk because the groundwater impacts of dewatering the mine to depths below 3000 feet are truly unpredictable. Potential well risks include: reduced output, contaminated water, or complete failure with no clear plan for a reliable or affordable replacement source. ​ The Final EIR proposes a supplemental domestic well monitoring program that is little more than a band aid . The Final EIR completely ignores, and fails to mitigate effectively for, the complexity of providing an "alternative water supply" in a timely manner if piped water is needed.     pollutes our air failing grade Grass Valley gets an “F” for air quality today. The mine will make it worse with escaped dust from continuous rock crushing, loading, hauling, unloading, spreading, and compacting. With chronic lung disease deaths already at twice the state average, we can't afford any more. UNDERSTAND THE I MPACT Air quality is one of our big concerns. The fact of the matter is that our community is already in a seriously compromised position. There's a long list of poor ratings we could cite, but the 2022 “State of the Air Report” from the American Lung Association , says it all. They gave Nevada County an “F” for our air quality, and that counted for both high ozone days and particle pollution. ​ The Final E nvironmental Impact Repor t (EIR) describes a number of "mitigations" to reduce the impact and declares that the impact will be less than significant , but there are two problems with that: ​ Experts working with CEA Foundat ion determined there a re significant errors and omissions in the analysis. Diesel exhaust calculations are understated, and there are major unresolved issues with airborne asbestos and other pollutants. For instance, the Final EIR's plan for managing concentration levels of asbestos in mine waste is inadequate. Test data is too sparse and they haven't demonstrated they can feasibly stay below the required limits. Read more in this review written before the final decision: The County Should Deny the Mine (look for point #5). Complying with regulatory thresholds doesn't mean zero impact. Even if "mitigations" meet the stated goals, our community will experience negative health impacts from the air pollution if this mine is approved. ​ HELP US EDUCATE OTHERS Here are some talking points that can help. We already have very unhealthy air quality. We can't afford to make it worse. Mining operations call for continuous truck trips. Transportation is the largest producer of carbon emissions in California. Despite efforts to mitigate, there will be escaped fumes from blasting and processing. Fugitive dust will escape from rock crushing, loading, and unloading as they create mountains of engineered fill. Nevada County's death rate from chronic lung disease is already twice the state average. The test data in the Final EIR to determine potential asbestos impacts is i nadequate for CEQA compliance (California Environmental Quality Act).     DUMPS Mine Waste Rise Gold owns the toxic Centennial Site and is obligated to clean it up. That’s good for the community, but if the Mine is approved, they’ll use it to dump more mine waste. pre-superfund site UNDERSTAND THE PROJECT Rise Gold owns two sites, the Centennial site near downtown Grass Valley off of Idaho-Maryland Road, and the larger Brunswick site at the intersection of East Bennett and Brunswick Roads. The Centennial site is a historically toxic site that is facing EPA Superfund designation. ​ That designation has been "conditionally deferred" for the time being because Rise Gold has agreed to clean up the site under the supervision of the CA Department of Toxic Substances Control (DTSC). And now, the proposed Idaho-Maryland Mine project plans to use it as the first place they’ll put their “engineered fill” using waste rock and tailings extracted from the mine. ​ Environmental advocates like CEA Foundation fully support the cleanup, but are opposed to dumping mine waste on the site. ​ The goal is to restore the property to a healthy natural state, including reestablishing vegetation, reclaiming some wetlands, and letting existing seasonal creeks continue to flow. Per the zoning planned by the City of Grass Valley, open spaces would be developed as a mixed-use Business Park with some Medium Density Housing. Rise Gold is paying for the work. ​ The project was started in August 2019 and is completely independent of the Mine project, which is managed by the Nevada County Planning Department. For the Centennial Site cleanup, DTSC is the lead agency. It uses different inspectors. And there is no dependency on the mine being approved. ​ ​ NEXT STEPS ​ A Preliminary Endangerment Assessment (PEA) was published in 2020 that evaluated the contaminants and guided the planning for the Centennial Site. The first draft of a Remediation Action Plan (RAP) was published in July 2021 and the public was invited to commen t. Under CEQA, this is a "Mitigated Negative Declaration", which examines the impacts and proposed mitigations (such as how to mitigate the damage to wetlands that will get dug up during the cleanup.) Key ISSUE A key issue related to the Centennial Site is the fact that the County's Final Environmental Impact Report excludes the Centennial Site from the full analysis of the impacts of the proposed Idaho-Maryland Mine project. The few jobs gained are offset by big quality of life impacts for local homeowners, risks for tourism and industry, and 10’s of millions lost in property values. $10's of millions ACTION ALERT Learn More consider the impact Ne arby residents and employees of local businesses wil l share the roads with large trucks carrying mine waste, feel the effects of underground blasting, and hear the sounds of rock processing, loading, spreading, and compacting. Over 75 acres of woodlands, grasslands, and chaparral will also be replaced with industrial buildings and engineered fill. See some of the animals at risk. ​ The County' Final Environmental Impact Report (EIR) lists several significant and unavoidable impacts, including traffic, noise, and aesthetics. The EIR proposes to mitigate other impacts, like air quality and vibration, so they are "less than significant", but experts who reviewed the report found serious deficiencies in the analysis. Learn more about the FINAL EIR's deficiencies. ​ The County also commissioned an Economic Impact Report that included an evaluation of impact on property v alues, but the analysis was a big miss. It asserted t hat property values wouldn't decline, but it completely dismissed the input of local real estate experts and didn't use acceptable home appraisal methods for the analysis they did perform . Learn more about the community review of the Economic Impact Report. ​ ​ TALKING POINTS Here are just a few of the things we're worried about. Real estate professionals and appraisers tell us that property values will drop in the surrounding community by 5 - 20%, resulting in 10's of thousands of dollars lost in home equity for each home and adding up to 10's of millions of dollars lost across the total number of homes impacted. Well owners got shafted in the Final EIR. The report concluded impacts won't be significant, but serious deficiencies in the analysis were identified by expert rev iewers and the supplemental domestic well monitoring program is little more than a band-aid. The County's Economic Impact Repo rt didn't evaluate the Mine's e ffect on our tourism industry. Just a 5% -10% drop in tourism employment could completely offset the number of jobs added by the Mine. Rise Gold's biological assessment report for the Brunswick site did not record any observation of deer. ​ But a local homeowner's trail cam video tells a completely different story. ​ “In my opinion, the reopening of the Idaho-Maryland Mine will have an immediate, long-term, detrimental effect on real estate values in Western Nevada County.” Charlie Brock, Nevada Count y Realtor for 54 years.   • MineWatch Nevada County - Hurts Climate

    understand the impact Rise Gold's plan c alls for an estimated 42-48 billion watt hours per year (GWH). That's about 12% of what all of Nevada County uses in a year - an d 100% of the electricity used by all of our businesses combined. The plans also calls for significant use of fossil fuels which contribute to greenhouse gas and climate change. GREENHOUSE GAS EMISSIONS The Final Environmental Impact Report tells us the mine would result in staggering increases in greenhouse gas (GHG) emissions: 9000 metric tons annually. But if they took into account the additional 4000 related to cement manufacturing that would happen offsite, it would be well over the the 10,000 metric ton significance threshold the consultants chose to use for the analysis. Using these measures, they would have us believe the impact is “less than significant”, but climate change experts call the measuremen t thresholds arbitrary and outdated . And legal experts make the case for why the thr eshold needs to be set at "net zero" . ENERGY The Nevada County Energy Action Plan calls for a significant reduction of residential electric use. As it turns out, that plan calls for a reduction of 42 GWH annually by 2035, almost the exact same yearly usage as the mine. In other words, the mine would completely erase our planned gains. Residents of Nevada County are already struggling with severe climate-related impacts such as extreme drought, heat waves, water shortages, and threat of forest fires, so making the situation worse is not an option. HELP US EDUCATE OTHERS Here are some talking points that can help. The level of "significance" proposed in the environmental report are arbitrary and outdated. The best choice is "net zero". The mine would result in staggering increases in greenhouse gas (GHG) emissions: 9000 metric tons annually. An additional 4000 metric tons of GHG would be emitted to support Rise Gold's requirement for cement manufacturing. Rise Gold proposes to "mitigate" greenhouse gas emissions with carbon offsets during the construction phase only. Electric usage would be roughly to 100% of usage for all of our current businesses combined and 12% of Nevada County's total yearly energy consumption. The mine would completely eliminate the County's planned gain s for reduction of residential energy use in its Energy Action Plan. That is what continues to make this County an attractive place to live, to make a living, and to start new business ventures. Reopening the mine risks a transformation from a community that is a scenic and cultural destination to an industrial town that tolerates excess noise, dust, and truck traffic. It would entail supporting a business that puts precious water resources at risk, generates significant greenhouse gases, and consumes so much energy that it would completely erase the county’s plan to reduce the effects of climate change. The mine could become a deterrent for many seeking to build new business opportunities in Western Nevada County, resulting in reduced community investment and property values. We welcome the County's call for an independent economic study of the impacts of the proposed mine and expect that it will include a non-mine alternative. Rise Gold’s promises to inject money into the local economy may sound attractive, but Nevada County can do better by continuing to invest in existing industries as well as new enterprises that address current priorities in the Sierra like watershed and forest management. The Economic Policy Institute Brief cited by Rise Gold actually shows that other industries can produce far better job numbers than mining, including eight industries Nevada County already has today. An economic study commissioned by the City of Grass Valley during Emgold’s attempt to reopen the Idaho-Maryland Mine in 2008 concluded that Nevada County would be better off economically if it pursued other opportunities than mining. An industrial gold mine would not be a constructive addition to our community. The social and economic benefits are far from clear. The environmental impacts are sobering. We urge you to protect our health, economy, and quality of life. Please deny Rise Gold’s application to reopen the Idaho-Maryland Mine. Thank you for your time and consideration.
